Lawyer with a Master’s degree in International Economic Law and Policy from the University of Barcelona. He has represented the Republic of Ecuador in contentious proceedings, as well as in international advocacy and arbitration before the World Trade Organization (WTO), the Andean Community, among others. He was a lead negotiator in various chapters of trade negotiations with the United States (APF), Chile, China, the Andean Community, South Korea, Costa Rica, Mexico, and the United Kingdom. He also participated as a negotiator of bilateral investment treaties with Brazil and Spain, as well as of the Investment Facilitation for Development Agreement within the framework of the WTO.
He is currently an international officer at the General Secretariat of the Andean Community, where he represents the institution in strategic matters related to Telecommunications, Electrical Interconnection, and Electronic Commerce. He also serves as Technical Secretary of the Andean Council of Ministers of Foreign Affairs.
