Martín is a Natural Resources Development Specialist for the Energy Division (Infrastructure and Energy Department) at the Inter-American Development Bank (IDB). He is currently based in Buenos Aires, Argentina, and is responsible for coordinating and overseeing projects in Argentina, Bolivia, Chile, and Peru. Since joining the Bank in 2013, he has supported countries in strengthening governance quality in the mining and energy sector, optimizing benefits, and mitigating risks and negative impacts associated with extractive industries.
He leads projects aimed at improving social engagement and stakeholder participation in policy development, promoting transparency, and reviewing regulatory and administrative frameworks at both national and local levels, with a particular focus on critical minerals for the global energy transition. Before joining the IDB, he worked as a researcher at the United Nations Environment Programme (UNEP) and as a consultant on industrial risk and safety issues. He has published extensively on extractive sector governance and natural resources in Latin America and the Caribbean.
Martín holds a Ph.D. in Political Science from the Institut d'Etudes Politiques de Paris (Sciences Po) and Northwestern University, specializing in international environmental policy and water management; a Master’s in Comparative Politics with a focus on Latin America (Sciences Po); and a Bachelor’s degree in Political Science from Universidad de San Andrés, Argentina.
