He is a lawyer, specialized in Public Law and an expert in energy policies and regulation. He chairs the Global Wind Energy Council (GWEC) for Latin America, where he promotes and guides enabling public policies and energy regulations for the development of renewable energy in the electricity markets and systems of various countries in Latin America and the Caribbean.
