An electrical engineer with a master's degree in business and postgraduate studies in public services regulation and marginal cost and electricity tariff studies, he is also an advisor to the Executive Secretary of OLADE. He previously held the positions of Director of Studies, Projects, and Information and Director of Energy Integration, Access, and Security at this organization. Until February 2025, he was a Senior Lecturer at the National Polytechnic School of Quito, Ecuador, with 40 years of teaching experience and over 45 research papers.
He has served as Minister of Electricity and Renewable Energy, Vice Minister of Energy, Undersecretary of Project Management, and Undersecretary of Planning in the Republic of Ecuador. He has chaired the boards of several energy sector companies in Ecuador.
