He holds a law degree from the National University of Asunción (2003). He has a strong international academic background, including a Master's in Business and Energy Law from the Complutense University of Madrid (2011), a Master's in Private Law from the National University of Rosario, Argentina (2007), and a specialization in Gas and Petroleum Economics from the Buenos Aires Institute of Technology.
His professional career has focused on Energy Law, with particular emphasis on the hydrocarbons, mining, bioenergy, and environmental sectors. He has provided legal counsel to national and international companies in the energy and mining sectors, standing out for his expertise in regulation, contracts, and public policy.
From 2013 to 2014, he served as an advisor to the Energy, Mining, and Hydrocarbons Commission of the Honorable Chamber of Deputies. He later held the position of Deputy Minister from 2014 to 2018, actively contributing to the development of energy policies and regulatory frameworks for the sector.
