Maria Medard is the Disaster Management Coordinator for the Caribbean Electric Utilities Corporation (CARILEC). She led the association’s response to Hurricane Beryl in 2024 which impacted Grenada, Saint Vincent and the Grenadines and Jamaica.

She is also the past Director of the National Emergency Management Organisation (NEMO), Saint Lucia, where she also served as the Communications Manager and Deputy Director.

Ms. Medard was a career public servant of thirty-six (36) years with extensive background in Human Resource Management. She also served as a Diplomat at the Miami Consulate of Saint Lucia from 2000 – 2003.

She holds a Master of Arts degree in Diplomacy from the University of Malta which is far removed from the disaster field, but nonetheless came necessary when negotiating on behalf of NEMO and Saint Lucia and leading the organisation. She also holds a First Degree in Management from the UWI and numerous certificates in the disaster management field.

Ms. Medard has also utilized her training, skills and experience to facilitate trainings, workshops and simulations for both the public and private sector. Her experience and skills have led her to sit on various Committees for example CDEMA, Disaster Vulnerability Reduction Project and the Saint Lucia COVID19 Command Centre
