With over twenty years of experience in the global energy sector, he has held various roles, including Commissioner at the Energy Regulatory Commission in Mexico, Senior Energy Specialist at the World Bank, Research Professor at the Technological Institute of Morelia, and member of the National System of Researchers in Mexico. He also served as Chair of the International Committee of the World Forum of Regulators in 2018 and Vice President of the Ibero-American Association of Energy Regulators (ARIAE). Dr. Madrigal holds a bachelor’s, master’s, and doctoral degree in Electrical Engineering from the Technological Institute of Morelia, the Autonomous University of Nuevo León, and the University of Waterloo in Canada, respectively. His expertise includes operations, planning, market design, regulation, and projects related to the transition and decarbonization of the electricity sector. He has published over 10 peer-reviewed technical articles and received the Outstanding Young Engineer Award from the Institute of Electrical and Electronics Engineers (IEEE).
