Lina Escobar Rangel is a Senior Energy Specialist at the Inter-American Development Bank and is based in the Lima, Peru office. Lina has over 10 years of experience in public policy formulation and regulation for the energy sector. Before joining the Bank, she served as Deputy Director of the Mining and Energy Planning Unit in Colombia, where she led energy planning projects within the framework of the energy transition. Prior to that, she was an advisor at the Energy Regulatory Commission, where she developed regulatory projects for the Colombian electricity market. Lina holds a Ph.D. in Economics from the Paris School of Mines, a Master’s degree in Regulation from Universidad de Los Andes, a Master’s degree in Economics from the Toulouse School of Economics, and holds a Bachelor's degree in Economics.
