Julio César Mateo is a Technical Programme Manager at RELP, where he coordinates the implementation of renewable energy and storage auctions in countries with cooperation agreements. In this role, he is involved in risk analysis, regulatory frameworks, and electricity market dynamics, and provides support in the drafting of bidding documents and PPA contracts, as well as in coordinating local teams and engaging with governments and stakeholders.
In the public sector, he served as an advisor at Argentina’s Ministry of Production, where he coordinated the design of local content rules for the RenovAr Program. He also led supplier development programs and took part in industrial planning and productive transition initiatives, supporting investment processes and production modernization. Additionally, he has worked as a consultant on industrial policy, sustainable development, energy efficiency, and energy transition, and has conducted research on green investment promotion and productive transformation.
He holds a degree in Economics from the University of Buenos Aires, with postgraduate studies in Economic Development from the National University of General Sarmiento and a Master’s in Green Economy from the University of Lleida.
