JOISA DUTRA

Economist with over two decades of experience in policy formulation, economic regulation, and governance of infrastructure sectors, with a prominent role in the electricity industry. Founding Director of the Center for Regulation and Infrastructure at FGV (FGV CERI), former Director of the Brazilian Electricity Regulatory Agency (ANEEL, 2005–2009), and currently Board Member at SANEPAR and the Brazilian National System Operator (ONS). Member of international advisory councils such as the World Economic Forum's Global Future Council, and a columnist for *Folha de São Paulo* since March 2025. Leads projects with multilateral organizations and is recognized as an expert in regulation, auctions, energy transition, and the resilience of critical infrastructure.
