Javier Tapia is a lawyer from the University of Chile; he holds a Ph.D. in Law from University College London (UCL, United Kingdom) and an MSc in Regulation from the London School of Economics and Political Science (LSE, United Kingdom). He also holds a Diploma in Economics and Finance from the Faculty of Economics at the University of Chile.
Currently, he works as an independent consultant on matters of regulation, competition, and compliance for companies, organizations, and public sector entities, both in Chile and internationally. He is the Executive Director of the Chilean Association of Electric Power Transmission Companies and Chairman of the Board of Corporación Valora+, an organization responsible for tire waste recycling in Chile. He also teaches at various Chilean universities and conducts courses and training sessions as a guest lecturer in different jurisdictions.
In the past, Javier has served as a Full Judge of the Chilean Competition Tribunal (2014–2020); Associate Researcher at the Centre for Law, Economics & Society (CLES), University College London; and was affiliated with the Centre for Competition, Regulation & Economic Development (CCRED), University of Johannesburg. He has also been Director of Legal Affairs at the Chilean Association of Power Generation Companies, Director of Research at the Chilean National Economic Prosecutor’s Office (FNE), legal advisor at Ofgem (the UK energy regulator), legal counsel at the Ministry General Secretariat of the Presidency (Chile), and a lawyer at Barros, Court & Correa.
