Hugo Morales-Sosa is the Regional Programmes Head for Latin America and the Caribbean at the International Solar Alliance (ISA), where he leads strategy and facilitates the delivery of technical assistance, partnerships, and financing to accelerate the energy transition in the region. He is an Electrical Engineer specializing in Power Systems and holds two master’s degrees: Renewable Energy Technologies and Electric Industry Regulation. He has over 25 years of experience in both the public and private sectors. He has served as Renewable Energy Manager at the Ministry of Energy and Mines of the Dominican Republic and at the Dominican Corporation of State Electric Companies; as a consultant for the IDB to the Electricity Superintendency; and as an executive/project manager in private firms. His accomplishments include negotiating or overseeing 19 PPAs totaling 1,040.91 MW, supervising the construction and commissioning of 344.96 MW of solar and wind capacity, implementing 324 kWp of photovoltaic expansion in public facilities, and designing and supervising electrical systems for multiple infrastructures. At ISA, he promoted Country Partnership Frameworks with Cuba and Grenada, contributed to the creation of a platform supporting Caribbean Small Island Developing States, and successfully connected ISA with the region, establishing alliances with OLADE and the OECS.
