Lawyer from the University of Chile. He holds a Master's and Doctorate in Law from the University of California, Berkeley.
He is a professor at the University of Chile's Law School and, until his appointment as Minister of Energy, served as Head of the Presidential Monitoring Unit of President Gabriel Boric Font's government. During the presidential campaign, he served as program coordinator. He was also executive president of the Espacio Público think tank from October 2019 to June 2021.
He is a member of the Frente Amplio (Broad Front), has three children: Guadalupe, León, and Lucas, and is a Colo Colo fan and enjoys playing soccer.
