David Delgado is an expert in national and regional energy policy and planning, with extensive experience in senior positions in both the public and private sectors in Ecuador, as well as in assignments for international organizations. He has supported governments across Latin America and the Caribbean in advancing sustainable energy transitions, notably through the development of policy and planning tools, his role as Ministerial Advisor on Energy Matrix and Coordinator of Electricity and Renewable Energy at the Ministry of Strategic Sectors, and his leadership in the technical and political coordination of generation, transmission, distribution, and energy efficiency projects at the national level.

He has carried out engineering projects for the Inter-American Development Bank, the Ministry of Hydrocarbons, Ecuador’s oil and energy companies, and ENYATEC, leading renewable energy and efficiency initiatives. He has also contributed to academia through teaching and research in Ecuador, Germany, and Switzerland, and has frequently supported OLADE as an international consultant. Currently, he serves as General Manager of renewable energy project development companies in Ecuador and works as an independent consultant. David holds a Mechanical Engineering degree with a specialization in energy (Dipl. Ingenieur, MSc) from the Karlsruhe Institute of Technology in Germany, a Diploma in Financial Analysis from the Pontificia Universidad Católica de Chile, and certification as an ISO 50001 Energy Management Systems Implementer from AENOR.
