Physicist and Mechanical Engineer from Universidad de Los Andes, with a PhD in Economics from the University of Michigan - Ann Arbor.
Christian is a founding partner of On Point Consulting, where he also works as a consultant and strategic advisor on public policy, economic analysis, and regulation in the areas of energy, public services and competition; as well as fiscal policy and tax administration.
In the mining and energy sector, he has served as Commissioner and Executive Director of the Energy and Gas Regulatory Commission (CREG) of Colombia, and as Director General of the Mining and Energy Planning Unit (UPME) of Colombia. Previously, he was Director of Organizational Management at the National Directorate of Taxes and Customs (DIAN), Deputy Director General of the National Administrative Department of Statistics (DANE), and advisor to the Superintendent of Industry and Commerce (SIC).
Since 2011, he has been a professor of public economics in the Master’s in Public Policy program at Universidad del Rosario in Bogotá.
