He holds a Law degree from the Pontificia Universidad Católica Madre y Maestra (PUCMM) and a master’s in Economics and Regulation of Public Services, with a specialization in Energy, from the University of Barcelona. He also has specialized training in Administrative Law, Negotiation, and Conflict Strategy.
He currently serves as Superintendent of Electricity in the Dominican Republic and as President of the Ibero-American Association of Energy Regulatory Entities (ARIAE). Previously, he was Executive Vice President of the Electricity Distribution Companies of the Dominican Republic.
