Alicia Williner

She holds a degree in Latin American History (UNL, Argentina), a Master’s in Educational Administration (PUCCH, Chile), and a PhD in Social Sciences (ARCIS, Chile). She has been a Senior Researcher at ILPES (Latin American and Caribbean Institute for Economic and Social Planning) of ECLAC since 2004. Since 2017, she has served as Coordinator of the Regional Observatory on Planning at ECLAC.

Her research focuses on territorial development, planning and public policies for development, citizen participation in public affairs, and disaster risk management from a community perspective.

She has published extensively on issues related to territorial development. Among her works are Panorama of Territorial Development, Tools to Promote Territorial Development, Comprehensive Public Policies, Resilient Strategies Against Socio-natural Disasters, and Citizen Participation in Public Affairs—all published by ECLAC and available in the organization’s repository.
