An Electrical Engineer, he graduated from APEC University and later earned a law degree from CDEP University. He holds a master's degree in Caterpillar Mechanics from the Institute of the Americas, Miami, Florida, and a Master's in Business Administration (MBA) from APEC University. He is a certified auditor in ISO 9001, ISO 50001, and ISO 14001 standards.
He was the electrical maintenance and cogeneration coordinator at Implementos y Maquinarias CxA. He was engineering manager for the León Jiménez Group, and served as general director of Green Future Renewable Energy Granada, Spain, as well as technical director of Cobra Energía in the Dominican Republic.
From August 2020 to October 2024, he served as Vice Minister of Energy Savings and Efficiency, and as Honorary Vice Minister and head of Nuclear Energy. He currently serves as Vice Minister of Electric Energy, a position he was appointed to in February 2025.
