He holds a Bachelor's degree in Law from the University of Chile, a Master of Arts in International Studies from the University of Denver, United States, and a PhD in Political Science from the University of Leiden, Netherlands.
He served at the Ministry of Foreign Affairs from 1992 to 2019. He served as an advisor to the Directorate-General for Foreign Policy; Director of Planning; Chilean Ambassador to the European Union, Belgium, and Luxembourg; Undersecretary of Foreign Affairs in President Bachelet's administration (2006-2009); and Chilean State Agent before the International Court of Justice in The Hague.
Academically, he is a Professor at the Institute of International Studies and the Faculty of Law at the University of Chile, specializing in international relations and its relationship to international law, comparative foreign policy, Chilean foreign policy, and European affairs. He also served as Deputy Director of the Institute of European-Latin American Relations (IRELA); Academic Director of the Association for Research and Specialization on Ibero-American Issues (AIETI); and Professor at the Ortega y Gasset University Institute in Madrid, Spain.
Editor and author of books and academic articles on foreign policy, international relations and law, and comparative politics published in Latin America, the United States, and Europe.
