Three years after the creation of OEMLAC, the regional methane agenda is shifting from why action is needed to how implementation can be achieved. What began as a process of awareness-raising, capacity-building, and consensus-building is evolving into a phase focused on regulation, measurement, financing, and the execution of concrete projects.

Methane emissions mitigation is becoming increasingly important not only from an environmental perspective, but also as a factor in competitiveness, market access, and the creation of new opportunities for natural gas. The ability to measure, report, and reduce emissions is beginning to influence investment decisions, commercial conditions, and access to financing.

Latin America and the Caribbean has significant natural gas resources and growing experience with institutional frameworks, roadmaps, and mitigation programs. However, developing a regional low-emission gas market requires robust measurement systems, transparency, harmonized criteria, and market signals that recognize these efforts. The panel will bring together governments, international organizations, technology providers, and industry stakeholders to share experiences and examine the conditions needed to accelerate implementation and consolidate this market in the region.
