The energy transition requires much more than new technologies: it demands strategic vision, long-term planning, and institutional capacities to anticipate scenarios, coordinate investment, guarantee security of supply, and efficiently guide public and private resources.

With the growth of renewable energy, the electrification of demand, climate challenges, and the need to strengthen energy security, planning is once again taking a central place on the regional agenda. Successful transitions require a combination of long-term objectives, stable regulatory frameworks, institutional coordination, and appropriate financing mechanisms.

With this vision, the 54th Meeting of Ministers of Energy, held in Paraguay in October 2024, approved the creation of the Regional Energy Planning Council, a permanent forum for political and technical coordination designed to strengthen national capacities, promote information exchange, and develop regional tools.

The panel will bring together government authorities, international organizations, planning institutions, and specialists to examine new foresight methodologies, coordination mechanisms, and opportunities for regional cooperation. It will also present the Council’s progress and address the role of planning in guiding investment, integrating renewable energy, strengthening climate resilience, developing infrastructure, and harmonizing public policies.
