PhD in Engineering and Electrical Engineer, with over thirty years of experience in the energy sector at both national and regional levels. His expertise covers electricity regulation in areas such as markets, tariffs, the integration of new technologies, and cross-border energy transactions.
He has held key positions at Panama's National Authority of Public Services (ASEP), where he served as Head of the Wholesale Electricity Market and as National Director of Electricity, Drinking Water, and Sanitary Sewerage. He has also worked as a consultant in electric energy and represented Panama before the Regional Electricity Interconnection Commission (CRIE), which he chaired during three different terms. He also served as Vice President of the Ibero-American Association of Energy Regulatory Entities (ARIAE).
In the academic field, he teaches postgraduate courses at the Technological University of Panama, the Externado University of Colombia, the Central American Institute of Public Administration, and the Pontifical Catholic University of Peru. He is also a founding member and Vice President of the Ibero-American Association of Energy Law (ASIDE).
