National Oil Companies (NOCs) play a strategic role in the energy systems of Latin America and the Caribbean. Beyond their participation in hydrocarbon production, they are central to energy security, public revenue generation, investment, and economic development in their countries.
At the same time, NOCs are operating in a rapidly changing energy landscape shaped by evolving markets, new technologies, growing emissions-reduction expectations, and changing conditions for access to finance and investment. These changes present challenges, but also opportunities to rethink their strategies, business models, and contribution to long-term energy development.
The discussion is no longer limited to how to manage the energy transition, but increasingly to how to strategically transform these companies so they can remain competitive, create value, and respond to national priorities related to energy security, economic development, and climate action. Pathways will necessarily differ according to each country's context and priorities, but there are opportunities to learn from experience, identify common challenges, and strengthen regional cooperation.
The panel will bring together representatives from National Oil Companies, governments, international organizations, experts, and other stakeholders to exchange perspectives on the challenges and opportunities shaping the transformation of NOCs in Latin America and the Caribbean, and to explore the strategies, capabilities, and enabling conditions needed to support this process.
