Francesco La Camera is the Director General of the International Renewable Energy Agency (IRENA). He is a graduate of the University of Messina in Political Science-Italy (specialization in Economic Policy). He has more than thirty years of experience in the fields of climate, sustainability and international cooperation. He was Director General for Sustainable Development, Environmental Damage, EU and International Affairs at the Italian Ministry of the Environment, Lands and Seas since 2014. From this position, he developed cooperation and association agreements with a wide range of countries. Previous years he led the Italian delegation at UNFCCC COP 21-24 and the EU delegation at COP 20. He was responsible for organizing the Italian Presidency for the Environment of the G7 in 2017. He also led the Italian delegation at the G7 environment meetings in 2016 and 2018.

Name: Ariel Yépez

Ariel Yépez is Head of the Energy Division at the Inter-American Development Bank (IDB). In this position, he is responsible for identifying, proposing and implementing energy projects that promote the sustainable development agenda in Latin America and the Caribbean. Before joining the IDB, Ariel Yépez worked for the World Bank as Senior Economist in Energy, General Director of Revenue Policy at the Ministry of Finance in Mexico and Deputy Director of Economic Planning at Petróleos Mexicanos. He was also an advisor of the Management Board of the Inter-American Development Bank (IDB). Ariel has published articles and books on energy and public finance issues and has a Ph.D. in economics from the University of Chicago.

Name: Alfonso Blanco
Position: Executive Secretary
Institution: Latin American Energy Organization (Olade)


Since the beginning of 2017, he has held the position of Executive Secretary of the Latin American Energy Organization, a position elected by the Meeting of Energy Ministers of Latin America and the Caribbean for the period 2017-2020 and reelected by the Meeting of Ministers held in Lima, Peru in November 2019 for the period 2020-2022. He is a Mechanical Industrial Engineer from the University of the Republic of Uruguay, a Master in Business Administration from the ORT University and a Diploma in Economics from the University of the Oriental Republic of Uruguay.

He has an extensive career as an Energy specialist in Latin America with an emphasis on regulatory issues, energy policy, project formulation and evaluation, business development and financing models. Prior to his current position at OLADE, he was a Consultant for the World Bank, IDB, CAF and the United Nations and held senior positions within the Uruguayan government, leading various components of Uruguay’s energy transformation started in 2005.

Dr. Fatih Birol has served as Executive Director of the International Energy Agency since September 2015. He was reelected in January 2018 for a second term. Under his leadership, the IEA undertook its first comprehensive modernization program since its inception in 1974. He is also the founder and president of the IEA’s Energy Business Council. Dr. Birol has been named by Forbes magazine among the most influential people on the global energy scene and was recognized by the Financial Times in 2017 as Energy Personality of the Year. He chairs the World Economic Council of the Forum’s Energy Advisory Board (Davos) and is a member of the United Nations Secretary-General’s Energy Advisory Board. Advisory Board on “Sustainable Energy for All”. He is the recipient of numerous awards, including the Order of the Japanese Emperor of the Rising Sun, the Order of

the Polar Star of the King of Sweden and the highest presidential decorations of Austria, Germany and Italy.
